Counseling programs in Idaho's schools exist to assist students to reach their full personal, academic and career potential. The guidance component is an educational program in and of itself. It is a specialized program of activities and curriculum that leads students to effectively take charge of their lives and to plan for their futures while achieving the learning standards adopted by their school districts.
During the 1980s, there was a growing sense of concern with the school counseling programs in Idaho's public schools. In 1988, the Idaho State Board of Education adopted the Idaho Comprehensive Guidance Model. They adopted a revised Model in August 2000. In 2009, the Model was reviewed and revised for the third time to reflect changes in practice grounded in research. The newest version, The Idaho School Counseling Model: A Framework for Comprehensive Programs is modeled after the national American School Counseling Association framework and provides direction to districts and school counseling programs throughout Idaho
